There has to be some breeding-success feedback for evolution to work. Mechanisms that do not replicate themselves cannot evolve - but they can be evolved by somebody (watchmakers) who get feedback (from the market) about which design is best.

All living organisms we have found are relatively minor variations over one original development. The biochemistry of bacteria is close enugh to human biochemistry that it is possible to add genes for human hormones to bacteria in order to manufacture them.

I would say that lifeforms which cannot evolve will lose out to those which can evolve. That is why we do not observe any non-evolutionary species!
