1) There's no "the P2P protocol" 2) any network service that's bulk rather than interactive in nature will generally grab as much bandwidth as there is available, unless told otherwise or managed upstream. This is not a bad thing. 3) The ISP controls how much aggregate bandwidth each customer gets. If a customer uses "too much" bandwidth it's because the ISP oversold. If they want to control that, then they can place bandwidth caps, adjust pricing, etc. They don't want to because it would be bad for their advertising, which is currently full of lies, but they can.
