gratuitous sometimes has a negative connotation that I don't think would necessarily apply.

If you see a policeman out in public, on duty, with his sidearm, you wouldn't think it gratuitous. One of the reasons for that (not the primary one, but not trivial either) is that you have a reasonable expectation that he's not going to pull out his gun and start capping people, or that he's not going to break into your house and steal your stuff, etc.
