I'd probably say something on the order of a working week (maybe two), assuming the specs really are complete, and it really is just basic functionality that is required. If not, maybe a month or two. Note that those are worst case estimates to account for the kind of crap that always comes up when doing this kind of thing. I usually bill 200 NOK per hour of work.
