The court has consistently upheld that you can lose rights via criminal conviction/ruling in a court of law. So if you've been convicted of a crime or found in a court of law to present a danger to yourself or others it is likely the Court will say "no guns for you."

For a clinical diagnosis though, no way. It has to go through the judicial process.
