For example, because of the "no borders" thing between EU states, no state could say "We will not require passports from any country". The other EU members would have a fit about that, because it means that state just gave anyone coming into their country full, undocumented access to every EU state as well.
I know such a thing would never pass - i was using it as a demonstrative model only.
