they cannot be dealt with on their own merits only -- anything they do must be vetted by the EU as a whole, if only to make sure they're not stepping on any one elses toes.
The US can't trade *just* with one EU country, even if the paperwork says they are -- that EU country is constrained by certain obligations to the EU as a whole. That is what I mean by the OECD treating the EU as a whole -- they may be talking with just one or two EU member states, but they have to keep the whole EU in mind, as the member states are do not have the same freedom as Russia, or China, or the US to negotiate their own treaties.
