On Python, I believe you can marry the XML-RPC client to either your own socket/file-object, or to the tlslite library in some other way. (Or maybe I was just trying to figure out how to do that? I thought I had it working though.)

In .net, you can provide a client certificate using some property of either the HttpWebRequest or the web-service proxy class. I'd look at the web-request class.
