Though I have no personal experience with this, my best friend is from Quebec and her mom didn't learn English until she was 36 years old; when they moved to the US. She decided that since she was moving to another country she'd best learn the language so she could get by. She also told me that if I went to Quebec and couldn't speak French I'd be completely at a loss since (at least at the time they left) not very many people there speak English.
