In general, I would agree that expansion is irrelevant, because it's evidence that a contraction isn't occurring.

However, if the expansion areas they're using as evidence that a contraction is not occurring are spurious, then they become relevant.

Basically, if they're saying "Oh hai! We're expanding in exports, so we're not in a recession, kthnxbai!", but the reason they're expanding in exporting is because the Govt is buying up the product and then dumping it in the ocean (ie, it looks great on the books, but isn't really valid), then the areas of expansion, and how they're measuring the expansion, becomes highly relevant.
