I have a cousine who spent a year in France as by taitano 2008-03-20 11:23:19
she traveled France, Spain and Portugal. Because of her experience in the culinary field, she worked for a restaurant in the Marseille area. She was told to only speak French, and to be very rude because the tourists seem to like it; she was allowed to be good to the actual travelers because they deserve it, and it adds to the "rude atmosphere" that annoys the tourists, but somehow keeps them coming back. . . American Tourists are very strange.

I think that the French Canadian thing is more a matter of proximity and the whole "country cousin" mindset.
