telnet 10.1.148.155 80

If get something like

UnknownMethod 400 Bad Request
Blahblabha
Moreblah

then the webserver is there, and you should look for some nasty firewall on your probe machine. If you get a connection refused error message from telnet, then there is no webserver listening to the port you tried. You're sure the device listens on port 80? Our new VoIP phones' webservers listen on port 8085...

And yes, a non-networked way of configuring the network would have been a good idea, but a non-configurable fallback network access is almost as good. Does your device listen on a hard-wired secondary address like the Fritz-Boxen do?
