I hadn't re-read the description in several years - you are correct, it's not officially orbiting Earth.
It can however be stationary over the poles - just at an altitude of 60 radii or so. (US Patent 5183225)

In any case, Hieraco got the answer I was looking for, and Reti put up a new question. Game on!
