Why do computers lock up? I mean, I know the basic reason . . . a poorly coded program starts hogging resources without releasing them (or in the case of malware, a well designed program).

What I mean, though, is can't there be a way for an OS to not only monitor how much processor and RAM applications are using, but to cap that usage? Couldn't there be a user-definable option that says "Do not allow any single application to use x percentage of the CPU capacity or y percentage of the RAM capacity"?

Or are there any third-party utilities that do this?
