I think your scenario is only possible in exceptional circumstances after AIs have come into general use/acceptance and their capabilities in normal circumstances are known. When you're developing superhuman AIs for the first time you're certainly not going to put it on a normal Linux box. It's going to be on dedicated hardware specially built for the purpose, there certainly won't be any overclocking accesss here. No connections to the outside go without saying and sealing it in blast-proof room and using a screen and camera to cross the gap for the information seem entirely reasonable precautions.
