depends on what you mean by both ends being on the same computer. If you're simulating a network, to test the network design for instance, and both 'ends' are virtual it would depend on the software and settings you're using. If, however, you've somehow connected both ends of a physical cable to the computer, like say, one modem to another on the same machine, it would depend on the length of cable.
