So if your fax server fails to accept an incoming fax on the first call because it's in the process of rebooting, the next delivery attempt (a minute or five later....) will most likely see it come in.

Anyway, it is entirely your prerogative to seek to avoid those no-response time windows as much as possible.

One idea: would it be possible to send a special configuration string to the modem that would cause it to go off-hook while the system is rebooting? This would present a busy signal to outside fax machines, rather than ringing & no response....
