what they're even trying to accomplish. You don't appear to know what type of proxy you're attempting to use, but given that apps are providing "http://" you would seem to be using a field for an HTTP proxy -- and guess what? The only legal way to supply an address for an HTTP proxy is as a URL with the http scheme. So either you're complaining about something that's not wrong at all, or you're trying to do entirely the wrong thing (such as providing the address of a SOCKS proxy to something that expects an HTTP proxy), and surprised that it doesn't work.
