the silly Hague Convention rules that outlawed "dum dum" (hollow points) rounds were simply because the wounds were more effective. They were a new thing at the time.

The rounds that the militarily uses for battle, ball AKA FMJ, are outlawed for hunting because they are not effective for making a clean kill.
