only the ranking members on the House and Senate Intel commitees were informed of hte order and they were directed not to discuss it with anyone. The only reason we know about it is because of a whistle-blower at one of the telcoms. It's not "notification" when most of Congress didn't know, and those that did were ordered to stay quiet. How was Congress supposed to do anything under those conditions?
