                The way I understand it is they are illegal until by subbywan 2008-02-13 12:14:40
a warrant has been issued.

IE. You can tap the line. That tap is illegal until a warrant is issued by the FISA court, at which point, it becomes, retroactively, legal.

The folk being tapped are targeted folk, not just random searches.

That's where the difference lies.
