It's been an offence for >50 years to carry a offensive weapon in public without a good reason.
In 1988 the clarified the definition of offensive weapons to include any knife with a blade of >3 inches.

Prior to 1988 the prosecution would have had to either prove that you had no non-offensive uses for the knife or were intending to use it as an offensive weapon, now the defendant needs to prove that they have a valid non-offensive reason for carrying the knife in public.

So knives weren't banned recently but the laws were changed to reflect that in everyday life in the UK there is no real need for most people to carry a knife over a certain size.
