There isn't a max mag size for rimfire rifles. All handguns are limited to 10 round magazines and restricted/semi auto centerfire rifles are limited to 5 rounds. Bolt action centerfire rifles are ok at 10 rounds (at least the Lee Enfields are). IIRC semi auto shot guns are limited to 5 rounds and pump action shot guns are ok at 7-8 rounds.

I think it would depend on how they rated the magazine. If they considered it 4 4 round tubes it shouldn't be a problem. Worst case they would have to sell it with all or part of a couple of tubes blocked (just like buying a 20 rnd mag pinned to 5 rnds for a centerfire rifle).

Side note: A M1 Garand rifle is a legal 8 shot semi auto centerfire rifle. Only because there isn't a easy way to limit the ammo clips for it to 5 rounds. The Beretta storm and Ruger PC9 carbine rifles create another interesting problem. They use centerfire pistol ammo but are limited to 5 rounds because they are a semi auto rifle. However they use the same magazine as the Beretta/Ruger pistols in the same caliber. Therefore you can take the 10 round pistol magazine and use it in the rifle.

Just another example of how laws aren't always clear cut.
