The telecoms are being granted immunity for colluding with the administration in committing illegal acts.

If they were lawful there would be no issue :-)

It is an example of the administration successfully leveraging its power. Because it has the ability to make things uncomfortable for any company not knuckling under to its illegal demands, most of them simply complied, thereby breaking the law. The US Senate passing this law ensures that future administrations will be able to use this corrupt practice again. That the administration can force people to commit crimes. It essentially legalizes extortion by the administration.
