Would a conventional handgun with conventional rounds in it fire underwater?

I saw this in a movie SWMBO was watching - 'Good Guy' FBI agent is battling the bad guy underwater. He shots the bad guy several times (I guess he had extra ammunition or something), all while under water.

I am thinking the gun would not fire, but given the answers to the space question, now I'm not so sure. I wonder what the water would do to the bullet speed and power. I would expect the behavior to be different than firing a bullte into the water, as there is no transition from air-to-water to make.
