When you see bullets being fired into water, they were real bullets being fired into water. (Obviously, there were no actors underwater at the time, and the camera was well away from the arc of fire.) IIRC, the director was either the cameraman, or the person firing the weapon, and the camera was unmanned. Either way, the bullets do go at least a couple feet down.
