Not sure on what programs may mess with iptables, by bwkaz 2008-02-09 17:47:22
but you can find out what rules you have set up with:

iptables -L -n -v

which will list the contents of the "filter" table. The policy on each chain determines what to do if no rules match; an allow-all default state will have the policy on all chains set to ACCEPT, and no rules listed after the policy lines.

Personally, I'd agree with Myke that it's likely path-MTU issues. Especially over ADSL; MTU on those modems is usually somewhere around 1492 or lower (due to the PPPoE encapsulation), instead of the default 1500. Setting the MTU to 1400 would rule out the modem encapsulation from being a problem; setting it even lower (I think the minimum is 512? maybe 500?) would rule out MTU issues entirely.
