assure the legality of a machine that is sold.
If such a machine is to be used in a public place it hast to be made sure it is safe and follows all the rules that apply for the purpose any buyer may (!) reasonably assume it can fulfill.

So if a machine - like in this case - seems to be fit to be used as a means of transportation on the road the manufacturer has to document he got it approved. If it is not to be used on public ground it still has to be approved for being safe for the operator.

If the approval is missing or invalid it may not be sold. Otherwise the seller is responsible for all harm that occurs, will get fined (maybe even jailed) and has to take it back with full refund. (If the approval becomes invalid after the purchase it's the buyers problem. For example it usually becomes invalid, if the machine is altered technically.)
