If the driver is mature enough to not loose his head by the experience and by getting lured into racing by other street motor sports athletes (a-hem), it is a medium fast mean of transportation without cargo of any kind. Any scooter, motorbike or car is faster and safer to drive since quads are difficult to handle, bounce like rabbits by the smallest pothole and fall over when carelessly piloted. I have seen few on Germanys streets, but was already witness to two accidents, one of them quite nasty for exactly that reason (carelessly piloted by a show-off).
