That way you can block any number you decide to without hazzle. Even a phone booth at the stalkers office, the phone of the stalkers preferred bar, and so on. As long as there is a caller ID you can send it to that promising recording tooot...tooot...tooot... The point is the stalker should not know that his attempt to harass someone is blocked. He should try on and on without knowing the victim is one step ahead already. As long as the stalker assumes to successfully harass his victim by familiar means (the cellphone) he likely will not try more drastic actions.
