I would NEVER drive a bike or quad on North American streets. it is just too plain dangerous. Europe (at least Sweden) there is a more cautious attitude about driving and scooters, Quads and bikes are much safer. (This is an opinion post based on my years of driving across Canada and the US, and the past 18 months here in Sweden. All statements are blanket comments and the author acknowledges that there are always exceptions. Anyone who disagrees is a poopyhead.)
