Here you it could pass as a moped/scooter if under a certain size engine, and you can drive it starting at 14 years of age.
I'm not sure about road legal, but here there are bike paths everywhere for walking/bikes/scooters. As long as you share the path and wear a helmet I don't see a problem.
Canada on the other hand, I know that the cops would have a hey day impounding those if on the road or sidewalk. (with or without license plates) However I would defer to Techi and TechiSO as I know that they are serious Quadders and probably have a more intimate knowledge of the laws in Canada (or at least Alberta)
