Are there mobile phones that can be programmed to accept a call immediately and play a message?

I thought about Garrinkas post yesterday and imagined her ex's friend calling her. What will she do when she hears the dialling followed immediately by a 2 minutes recording of a call connected signal? She will wait, wait, wait... and not be surprised, when the signal ended and the busy signal comes on. (The telcos I know of cut a not connected call after 2 minutes.)

Thus Garrinka doesn't need to take a call from any number known to be used by that woman. (Nice byproduct: she still got to pay for it, hehehe...). Garrinka won't even be harassed by the ring tone since the call is taken immediately. Only downside: the phone will be blocked for 2 minutes.
