Watching it again, I think they've lost some of the tech from earth that was. You notice that Jane makes reference to having been to the edge of space. This can't be a rare thought as Kaylee is part of the conversation. Even allowing that they are not of Alliance worlds, and possibly backwards, this still makes the public opinion that the terraformed worlds are all the universe.

This is almost flat earth in comparison to those who left 'earth that was' to colonize worlds for themselves.
