If you can survey and setup the planet in advance, and maybe even terraform it then a lot of the reasons to not build one vanish. Of course, we'd need easy access to orbit if we're building a spaceship that size, but if we've got wormhole FTL then we can use that to get all the equipment up there and only send the humans by rocket.
