The USB DVB dongles don't have enough processing power to actually decode the mpeg stream. They only tune to the right channel, pass the whole mux to the computer which then does the decoding and final channel selection. If you have a linux system at all, at least try it out with mythtv or similar. You can set them up to use mpeg4. I have a PCI based tuner card that is similar to your usb dongle in the sense that it's only a tuner. It doesn't have a hardware decoder. I'm able to use it even when our broadcasters finally decide to change to mpeg4 for HDTV.
