typical US (you didn't state your location) distribution panel will be fed with two phases of 110V AC so that you have 220V AC available for some appliances (e.g. electric dryer, water heater).
Typical arrangement is that the phases alternate from breaker to breaker to allow double breakers to switch off both phases simultaneously.

There is probably an additional set of fuses or a main breaker. If it is a breaker it should have tripped both phases and you would have no electricity at all, but with fuses it would be possible that one has blown and needs to be replaced.

Electrical problems on the feed side of the distribution panel are probably best left to the utility company to resolve.
