I've got its icon in the quick launch bar; or I use Win + E to launch it; and then, I get the folder bar. I haven't yet found a way to ensure that I get the folder bar every time I open a folder from wherever: for example, if I right-click on a folder in Explorer and choose Open (as opposed to Explore) it'll open in a seperate window, sans folder bar. Argh.

Holding Ctrl while you click on the top-right X button to shutdown saves some of the folder view options, but not all of them. It doesn't save the folder bar. It's most vexing.

Perhaps its a registry setting, but I don't know about those.
