(1) Get it down to bare metal. Steel wool or sand paper if you have to.
(2) Wipe it down with a paper towel and oil, use any cooking oil you have on hand. This will pick up any louse flakes/powder. Keep doing that until your towel comes out clean.
(3) Make a rue* (2 tbl flour & 2 tbl oil) brown/toast as for beef gravy, it should smell sort of like pop corn. Beef tallow would be best, but any high temp fat/shortening will work.
(4) Add just enough water to make a very thick gravy. You want this to stick to the sides, but just thin enough to still be a liquid.
(5) Dump this gravy out. Do not wipe down, you want this to stick to the pan for step (7). Yeah, it's "wasting" 3 tbl of food.
(6) Let sit over night. Let it get "stuck on"
(7) Put upside down in a 400°F oven for 3 hours. Yes, it will smoke.
(8)Turn off oven and let sit until cool.
(9) Brush out anything left in pan, and wipe with oiled towel.
