Assuming a reasonable gauge cable is used that shouldn't be enough to matter.
I do like the idea of putting a transistor on the LED board to drive the signals. It should eliminate any possible problems caused by asking the 4017 to drive LEDs over a long cable run.
The down side is that the cable now needs 3 wires.

I would also go with the Linear regulator for the power, slightly more cost but so much more known and controlled. Don't forget to check it (or the power FET) has sufficient heat sinking, this is low current so you should be fine but it's always good to check.

And I know this is all low speed but your are looking at relatively high currents for a logic output (assuming no transistor on the LED board) over long distances. Make sure there is a bypass cap on the 4017.
