He wants to power LEDs from this. That means a current draw in the 20mA range minimum.

20mA through 680 ohms = 13.6V drop in the resistor. Since you only have the headroom for 7V it's not going to work.

If you decreased the resistor you would blow the diode up if all the LEDs were off.

Zehner diodes are great for reference voltages, they are not for power regulation.
