"legally" one "has received" a letter sent in normal (belgian) snail-mail "the second day after the poststamp", and the poststamp should be "the day you boxed the letter, or (if you boxed it after last box control) the next working day. So with a wekend + one holiday, having put it in the red box "at 19:00" , worst-case scenaro says they "get" it delivered on (monday+2) wednesday, but often it will arive on tuesday (day+1). If it goes out "early enough" on friday, friday is "day 0", so "day 1" will be right after the (long) weekend, say ... tuesday if the holiday is monday.
