Fairness, public interest, inclusivity, etc, etc.

Private corporations can ignore "customers" they would rather not deal with, drop long-serving employees from the payroll, and so on. Government, as an agent of civil/civic society, is required to deal with issues and people that are no benefit to them. Efforts to eliminate surplus citizens are untenable (it's called genocide), and "dropping them from the books" doesn't get rid of them -- it just turns them into a worse problem than before.
