Those collapses you are talking about ARE the end of civilization as we know it. Not something to welcome, I assure you.

And a good selective plague would simply leave lots of resources around - that people could take and avoid working.

Sounds like you are seeing a lack of a work ethic. Which is too bad. I honestly don't know exactly what it takes to get that back - I could suggest the availability of honest work at a decent wage, but I thought this was available in most of the USA.
