(aka they get dividends and/or the stock prices rise) they won't look took closely at the ineffciencies. Once the stock prices start to drop and the stockholders are losing money, large corporations can and do start selling off divisions that appear unprofitable, or laying off large portions of their staff to try and save money.

When people start to feel their goverment is starting to get ineffcient, or more accurately they don't feel they're getting the service they as tax payers should be getting. They're going to vote for the person who promises them more services and/or lower taxes.

The average voter and share holder tend to have the same sort of attitude. As long as they're happy with what they're getting, they're not going to rock the boat too much.
