Share holders care about profit. that's all. How efficient/non-efficient doesn't bother them, unless there's a GLARING reason to make a change, because it's costing them money.

Most share holders know less about their companies inner workings than voters know about the Govt, mostly because the press is all gung ho about reporting on the Govt, whereas they tend to report less about companies in general (for example, when was the last time you saw a companies budget being discussed on CNN?)
