I just had that situation a short while ago. I needed and IP connection to a switch I am working on. I configured a port on the switch (the switch is stand-alone and not attached to any network) with an appropriate IP address, connected my laptop, however I forgot to change the Laptop IP address. It got a 169.254.x.x address through auto-assignment. There was no DHCP server available, the OS on the switch does not provide for one, either (it is a Cisco 6500 running catOS).
