But there is always room to change cultures. Making it more difficult to own firearms, having more random controls to check that firearms are stored safely etc. When you want to really change direction, you have to begin slowly, one step at a time.

By the way, Norway has about as many firearms per capita as the US, I myself had a rifle with 100 bullets in my closet while enlisted in the HV, the Norwegian equivalent of Homeland Security. I had to abide by very stringent rules though, and I'm really glad of that.
