If I've worked it out right, it becomes possible to make the game unwinnable... If everybody guesses exactly once then the answer will be 2/1 of the average guess, or average*2. Then, if the average is anything over 50 the correct answer will be higher than the highest allowable guess... In fact, for the game to be winnable then either there needs to be an average of more than 2 guesses per person, or the average guess needs to be lower than 50 (Kinda - higher average number of guesses per person means a higher average score is winnable...)
