since i can remember. Here in Germany they have a mark that they are not suitable for children under 3. I have never heard of any recall for these things in Germany and i have never heard of any accident with the toys. I just can't understand, where the trap could be? The chocolate is filled with an very stable plastic capsule, which is very unlikely to be choked by small children because it's just too big. It is not that easy for a child to open this capsule , so small children need assistance by older people. So what is the problem? OK, there are small swallowable parts inside the capsule, but every Lego box contains swallowable parts, and Lego is not being recalled. And if the older child has such Lego, parents would take care, that a younger child wouldn't have the stuff in reach when alone. I think, it's the responsibility of the parents to look after their small children and to decide, what they give them.
